For much of 2020, the California government struggled to find the balance between reopening businesses and mitigating against the spread of COVID-19. The end result was the Blueprint for a Safer Economy and its purple-, red-, orange- and yellow-colored tiers that reflected how prevalent the virus was in each county, thus dictating which businesses could be open and in what capacity.
