Does Carrying Employer-Required Cargo Make Commute Time Compensable?

When it comes to both hourly wages and mileage reimbursement, travel time is generally divided into two broad categories: commute time (which is not compensable) and mid-day travel after arriving at the first worksite (which is compensable). The reason for this is that employees on their morning or evening commutes aren’t subject to the control of their employer — they’re free to drop children at school, pick up dinner and run other personal errands.
