What are COBRA and Cal-COBRA and who must comply?

HRCalifornia

Any employer with a group health plan (which includes medical, dental and/or vision care) who has 20 or more employees must extend federal Consolidated Omnibus Budget Reconciliation Act (COBRA) rights to continue benefits under the plan to all qualified beneficiaries who would otherwise lose coverage under the plan. The California Continuation Benefits Replacement Act (Cal-COBRA) applies to employers with 2 to 19 employees.

You can find more information, including how to determine if you are a covered employer in the COBRA & Cal-COBRA section of the HR Library.
